Kobe city and Hyogo prefecture hit by the Great Hanshin Awaji Earthquake in 1995 are leading areas in emergency managements. There have been many natural disasters in Japan such as earthquakes, volcanoes, flood and so on. 

Japanese governments and private organizations have tried to response and to prevent disasters for many years, and some efforts were effective, others were not. These experiences and lessons from past disasters in Japan will be useful for other countries.
